Profile of Senior Fellows

Peter Ho Hak Ean started his career as a naval officer. After holding various command and staff appointments in the Singapore Armed Forces, he transferred to the Singapore Administrative Service and was appointed Deputy Secretary (Policy) in the Ministry of Defence, Singapore (MINDEF) in 1989. In 1990, he was posted to the Ministry of Foreign Affairs as Deputy Secretary. In November 1995, he was appointed Permanent Secretary (Defence Development) in MINDEF, and in July 2000, he was appointed Permanent Secretary (Defence). He assumed the appointment of Permanent Secretary (Foreign Affairs) on 15 July 2004. On 20 July 2004, he was appointed to the concurrent post of Permanent Secretary (National Security and Intelligence Coordination) in the Prime Minister's Office. On 1 April 2005, he was appointed Head, Civil Service, and Permanent Secretary (Special Duties) in the Prime Minister's Office, concurrent with his other appointments.

After a career in the Public Service stretching more than 34 years, including 15 years as a Permanent Secretary, Peter Ho retired from the Singapore Administrative Service on 31 August 2010. However, he retains his links with the public sector, and he now serves as Senior Adviser to the Centre for Strategic Futures, and Senior Fellow in the Civil Service College.

Peter Ho has also held a variety of other concurrent appointments. He was Chairman of the Board of DSO National Laboratories from March 1997 to June 1998, Chairman of the Maritime and Port Authority of Singapore from February 1996 to January 2003, and Chairman of the Board of the Defence Science and Technology Agency from March 2000 to March 2002, and again from July 2002 to December 2003. He was also Deputy Chairman of the Board of the Infocomm Development Authority of Singapore from December 1999 to November 2003. He was Chairman of Singapore Cooperation Enterprise, and a member of the boards of the S Rajaratnam School of International Studies, the Lee Kuan Yew School of Public Policy and the Centre for International Law. He is a board member of SingBridge International Singapore Pte Ltd.

Peter Ho holds a Bachelor of Arts (Honours) in the Engineering Tripos and a Master of Arts from the University of Cambridge in the United Kingdom.

 

Lam Chuan Leong is Ambassador at Large with the Ministry of Foreign Affairs. He is also the Chairman of the Competition Commission of Singapore.

Mr Lam has held the appointment of Permanent Secretary at the Ministries of the Environment, National Development, Trade and Industry, and Communications and Information. From 1981 to 1984, Mr Lam was the Principal Private Secretary to the Prime Minister of Singapore. Prior to that, he has served in the Ministries of Finance and Defence.

Mr Lam has served as Chairman of the National Science and Technology Board [now re-named as A*Star, Singapore Science Park Pte Ltd, Singapore Computer Services Ltd and Singapore Aerospace Ltd. He was also a Board member of the Monetary Authority of Singapore, which plays the role of the central bank in Singapore and the Port of Singapore Authority. His company directorships included the Development Bank of Singapore, Health Corporation of Singapore and Pacific Internet Ltd.

Mr Lam’s key areas of interest and expertise are in the application of general management theories, particularly in the context of complex systems. His career background has been in macro-economic management, trade and investment and science and technology policies. In the course of this, he has worked on micro-economic issues, particularly in regard to regulation, monopolies, competition policy, pricing and market efficiency, privatisation of government services, transport economics, and the relationship between the public and private sectors on key projects.

Mr Lam graduated from the University of Singapore, with First Class Honours in Physics. He completed his MBA in the Harvard Business School. In 1991, Mr Lam was an Eisenhower Fellow, under the USA Eisenhower Fellowship Programme. He was a Singapore President’s Scholar.
 

Liew Heng San started his career with the National Trades Union Congress (NTUC). Elected as the first Executive Secretary of the Singapore Industrial and Services Union, he was concurrently the Executive Director of the then NTUC Comfort Workshop while holding the post of Secretary for International Affairs. After returning from Kennedy School in 1986, he was posted to the Public Service Commission, and later to the Ministry of Trade and Industry as Director. In 1992 he became the first Principal Private Secretary to Deputy Prime Minister Lee Hsien Loong. In 1995, he was appointed the first Chief Executive of the Land Transport Authority and concurrently the Deputy Secretary of the Ministry of Communications. In 1998, he was transferred to the Economic Development Board as Managing Director, until 2001 when he became Permanent Secretary of the Ministry of Law. In 2005, he was appointed the Chief Executive of the Central Provident Fund till he retired from the Singapore Administrative Service on 1 January 2011.

Mr Liew was the first Chairman of the Singapore Land Authority and the first Dy Chairman of the Intellectual Property Office of Singapore. He has held a variety of directorships and memberships of councils including: The National University of Singapore, The National Science and Technology Board, The National Computer Board, The Public Utilities Board, The National Productivity Board, The National Wages Council, Singapore Bio-Innovations Pte Ltd, Raffles City Pte Ltd and Raffles City Hotels Pte Ltd, Singtel, SingPost and Singapore PowerGrid.

Mr Liew has accepted invitations to serve on the Board of Singapore Bible College, the Casino Regulatory Authority and as Advisor to the Far East Organisation.

Mr Liew holds a Bachelor of Arts (Honours) and a Master of Arts from Cambridge, and a Masters in Public Administration from Harvard.

 

Lim Siong Guan is the Group President of the Government Investment Corporation (GIC). Prior to this appointment, Mr Lim served as Chairman of the Singapore Economic Development Board from June 2006 to June 2009. He has previously been the Head of the Singapore Civil Service, and the Permanent Secretary of various ministries, namely, the Ministry of Finance, the Ministry of Education, the Prime Minister’s Office and the Ministry of Defence. During his tenure as Head of the Civil Service, Mr Lim spearheaded the "PS21" movement, a far-reaching effort to transform the public service in Singapore for the 21st century and re-orientate it for excellence in the delivery of government policy. Decades of experience in public service have given Mr. Lim unique insights into public sector leadership and organisational transformation. Mr Lim is an Adjunct Professor in the Lee Kuan Yew School of Public Policy at the National University of Singapore, instructing on leadership and change management in the public sector.
