The Leaders in Governance Programme offers practitioners’ insights into how good governance and robust public policies contribute to the sustainable development of a country. Through the sharing of Singapore’s development experience, participants will gain a deeper understanding of its public governance approach.

The programme is designed for international and local public sector leaders in senior management positions who are involved in the formulation of major public policies and initiatives.

During the programme, participants will have opportunities to engage in dialogue with Ministers and Permanent Secretaries. For example, they will be able to interact with:

Mr Teo Chee Hean, Minister for Defence and Minister-in-charge of the Civil Service;
Mr George Yeo, Minister for Foreign Affairs;
Mr Peter Ho, Head of Civil Service and Permanent Secretary for Foreign Affairs; and
Mr Lim Siong Guan, Chairman of Economic Development Board and former Head of Civil Service (1999 - 2005)

The programme adviser is Mr Lam Chuan Leong, Senior Fellow at the Civil Service College and Ambassador-at-Large. Mr Lam is also the former Permanent Secretary of the Finance, Trade and Industry, Environment and National Development ministries.

 
     
     
 
A Unique Programme
Good governance is critical to a country’s growth and development. Key success factors include visionary leadership, effective public institutions and robust policies. Robust policies are in turn founded on sound assumptions, intelligent design and good execution.

What are the fundamentals of good governance? How do these fundamentals translate into pragmatic policies for sustainable economic development and social cohesion? How can government policies and services be implemented effectively?

The programme offers practical insights into these issues through the sharing of Singapore’s development experience. International participants who join the programme will gain a deeper understanding of Singapore’s experience in public governance.

The programme has the following unique features:

A programme by practitioners for practitioners. Many of the modules will be helmed by senior Singapore government officials – at the Deputy Secretary to Permanent Secretary levels – who will provide in-depth perspectives on a range of public policy issues.

Networking opportunities and high-level access. Participants will have invaluable opportunities to network among themselves and with key public sector leaders and thought leaders in Singapore. They will also enjoy high-level access to key government agencies and gain insights into their operating philosophies and systems.

Conducive environment for peer learning and interaction. Class size will be kept at about 20 to 30 participants, with a diverse mix of nationalities and backgrounds. Beyond formal sessions, discussion time will be set aside for participants to share best practices and experiences. There will also be opportunities for social interaction through evening programmes and local tours.
