Civil Service College (CSC) Singapore is a statutory board under the Public Service Division, Prime Minister's Office. Its mission is to develop people for a first class public service.
CSC brings together public service officers from diverse backgrounds and provides them opportunities to plug into a service-wide network to exchange views, build shared ethos and perspectives, creating a rich environment for dialogue, knowledge sharing and learning.
CSC programmes and services are practitioner-focused. With access to public sector thought leadership and line management, much of the training is facilitated by highly experienced practitioners who speak with authority and offer first-hand knowledge and experience. Through its programmes and services, CSC aims to build commitment and strategic capacity in governance, leadership, public administration and management for a networked government for the Singapore Public Service.

A New Synthesis of Public Administration: Serving in the 21st Century
The Civil Service College was a member of a 6-country research network involving over 200 senior officials from government, business and academia in Australia, Brazil, Canada, the Netherlands, Singapore, and the United Kingdom. The network was led by the Honourable Jocelyne Bourgon, President Emeritus of the Canada School of Public Service. A New Synthesis of Public Administration documents the findings of the network.

Lessons of Experience - Singapore Public Service Leaders
In a continuing effort to understand how leaders best learn, grow and develop, a groundbreaking research study was conducted on how our public service leaders develop. This research study (Lessons of Experience - Singapore Public Service Leaders) was undertaken by the Civil Service College (CSC) and the Public Service Division in collaboration with the Center for Creative Leadership (CCL). The attached report presents relevant research findings and implications for leadership development. Specifically, the key findings highlight the importance of challenging work assignments and role of bosses on leadership development.
