Why do so many find IP complex?
Perhaps it is because intellectual property (IP) are intangible assets and despite the laws that are in place to define the boundaries of protection for these assets, the boundaries keep shifting and definitions are open to interpretation.
This sometimes leads to “IP Paranoia” where people get so cautious dealing with anything that remotely seems like IP that even simple collaborations get complicated.
Join IP Academy (Singapore) and Civil Service College – Institute of Public Administration and Management in the forum “IP for the Public Sector: Contracts & Confidential Information – Understanding & Dealing with IP Issues”. This forum sets out in simple terms how IP features in contractual arrangements and deals with a form of IP that seems to be a common underlying cause for ‘IP Paranoia’ - Confidential Information.
Public officers are responsible for making sure that information entrusted to them by the public are maintained and used responsibly and within clear frameworks. However, information is protected by confidentiality only under certain circumstances that can be interpreted in different ways.
You will also get to learn from experiences of other departments and agencies in dealing with confidentiality and confidential information as an individual public officer and from the organisational level.
Objective

ABOUT THE SPEAKERS
Elaine Leong is a Specialist Counsel with IP Academy (Singapore), specialising in copyright law. Before her appointment as Specialist, she served at the IPOS as a Senior Assistant Director & Legal Counsel in the Legal Policy and International Affairs Department. Her portfolio included the review of the Copyright Act, development of copyright policy and public education on copyright and risk management. Prior to her appointment with IPOS, she served 4 years as a lecturer and tutor of Law of Real Property, Conveyancing Practice and Business Law at Temasek Business School, Temasek Polytechnic. She also practised property law for 4 years.
As part of the IP public education initiative, she has conducted talks and customised workshops on copyright for the Ministry of Education, institutions of higher learning, libraries and government agencies. On the international front, she represented Singapore at WIPO Standing Committee on Copyright and Related Rights in Geneva, Switzerland and delivered papers at international IP conferences and seminars.
Elaine graduated from the National University of Singapore (NUS) with a Bachelor of Laws Degree in 1993. She was admitted as an Advocate & Solicitor of the Supreme Court of Singapore in 1994. In 2004, Elaine obtained a Master of Laws (Intellectual Property & Technology Law) from NUS.
Geetha Kathirasen is a Legal Counsel with A*STAR, providing legal support to A*STAR and its related entities. Her scope of work includes advising on, negotiating, and drafting agreements for technology transfer, research collaborations, licensing and other corporate commercial matters. She is also involved in policy reviews, client updates on developments in the law, and legal education for A*STAR and its entities. Prior to joining A*STAR, she worked as in house counsel in both the private and public sectors, advising on a wide area of laws such as property, commercial, corporate and building laws.
She graduated from the National University of Singapore and is an Advocate and Solicitor of the Supreme Court of Singapore.
Joyce Chao is Deputy Senior State Counsel and Director (Law Revision) in the Legislation and Law Reform Division of the Attorney-General’s Chambers (AGC). She is also Director (Knowledge Management) in the Information Division of AGC and AGC’s Chief Data Officer. She served on the Whole of Government Data Management Steering Committee and is currently AGC representative in the Government Data Coordinating Committee, and has been extensively involved in advising on data protection and confidentiality issues in the public sector.
Kelvin Sum is a Senior Assistant Director and Legal Counsel of the Legal Policy and International Affairs Department in the Intellectual Property Office of Singapore (IPOS). Since joining IPOS, he has represented IPOS and Singapore at a range of international and regional fora, including international IP meetings at WTO and WIPO, as well as at multilateral negotiations for the various free trade agreements that Singapore has signed. He is also actively involved in IP policy review and implementation, particularly in the area of copyright, as well as in the area of confidential information and trade secrets. Before joining IPOS, he was an Associate in IP and Media practice group in a Singapore law firm.
