Who Should attend You are a Div 1 or 2 Government Procurement (GP) officer or equivalent who is involved in managing tenders for high-value goods and services.
Remark This course is open to Singapore Public Officers only.

Learn how the Analytic Hierarchy Process (AHP) can help you evaluate such tenders and make decisions in complex problems that involve multiple criteria. The Ministry of Finance's Instructional Manual (IM) on Procurement has also prescribed that Government Procurement Entities are to adopt AHP in their evaluation for Goods and Services Tenders with estimated procurement values of $50 million and above.

AHP has been identified as a Project Procurement Specialization in the Procurement Competency Framework and Training Roadmap, detailed in FCM M13/2009.

Koh Wee Liam
Koh Wee Liam retired from Defence Science & Technology Agency (DSTA) in 2007 as Deputy Director (Systems Engineering/DSTA), where he specialised in Integrated Logistics Support Management, Reliability & Maintainability Assurance and Life Cycle Management. He had acquired vast knowledge and experiences in developing management processes, methodologies and scientific techniques that are used by MINDEF and the SAF to acquire, evaluate and operate complex weapon systems over the past 30 years. In recognition of his contributions, he was awarded the Defence Technology Prize (Individual) in 1995. Currently, Mr. Koh is a freelance trainer for the Analytic Hierarchy Process (AHP) courses. His clients include Civil Service College and many statutory boards. In addition, he was a consultant to various major projects such as the Integrated Resorts, the Sports Hub, the Next Generation Broadband Network, the upgrading of Changi Airport Terminal 1 and Changi Motorsport Hub etc on the application of Analytic Hierarchy Process (AHP) for tender evaluations.
